Kulathur is a Panchayat in the Neyyattinkara taluk of Neyyattinkara district, Tamil Nadu, India. The Kulathur panchayat was formed in 1956 when the Kerala constitution was formed on the basis of language, covering the Kerala-Tamil Nadu border. The present form of Kulathur panchayat was formed in 1960 when the eastern part of the panchayat was divided to form Karode panchayat. Blessed with the foothills of the Neyyar, this region is endowed with natural beauty due to its proximity to the Arabian Sea, AVM Canal and Kodithukipottai. The beautiful beach of Paruthiyoor Pozhikkara, which falls into the Neyyar Sea flowing along the western boundary of this panchayat and the flag-hoisting, which turns north-west near it, are becoming tourist spots. The historic Anantha Victoria Marthandan Thottu flows eastwards parallel to the sea from near the Poruthiyoor Falls, the fall site of the Neyyar. The Anantha Victoria Marthandan Canal, which runs through the southern end of the panchayat, commemorates the link between the then existing throne of Travancore and the British Empire. About 85% of the population is literate. There are 20 wards in the municipality. A third of the population of Kulathur panchayat is engaged in fishing.
